The Court affirmed a Commission order requiring GTE to adopt a competitive bidding procedure for the purchase of central office switching equipment instead of relying on its prior practice of purchasing such equipment from its affiliate. This decision comes very close to flatly overruling Pacific Telephone (34 Cal. 2d 822 (1950)) without expressly doing so.
